Castro & Company is a growing audit, advisory, and accounting services firm specializing in providing the personalized services of a small firm with the full resources and quality you would expect from larger CPA firms.

Castro & Company is a Hispanic and minority-owned and controlled Limited Liability Company located in the Washington, DC metropolitan area. Our firm is certified for Federal contracting under the Small Business Administration Certification 8(a) Business Development (BD) Program, as well as GSA Financial and Business Solutions (FABS) Schedule GS-23F-0038U.

Castro & Company Continues its Sustained Growth With Multiple Contract Wins!

Because of our continued strong and dedicated performance, Castro & Company is frequently re-awarded contracts on which we've previously worked, and has had some other major contract wins including the following:

• U.S. Department of Defense (DoD), Office of the Undersecretary of Defense (Comptroller) (OUSD(C)) – Won contract to provide Advisory Services support to the OUSD(C) for the DoD Agency Financial Report Preparation.
• U.S. Securities and Exchange Commission (SEC) – Won contract to be on the BPA to Perform Yellow Book Audits, Reviews, and Evaluations on behalf of the SEC Office of Inspector General. Won first task order competed on the BPA to perform a Performance Audit of SEC Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP).
• U.S. International Trade Commission (ITC) – Won recompete for ITC financial statement audit contract after our initial contract ended.
• Corporation for National and Community Service (CNCS) – Won recompete to be on the BPA to Perform Yellow Book Audit Services for CNCS Awarded Grants. Castro & Company was 1 of 4 firms awarded a contract on the BPA, and the only small business! We were awarded a task order on the BPA to perform Agreed-Upon Procedures (AUP) Engagement for Grants Awarded by the CNCS to a State Commission.
• U.S. Department of Labor (DOL), Office of Job Corps (OJC) – Won additional contract to provide Accounting and Audit Services to the OJC after our initial contract with DOL ended.
• U.S. Department of Justice (DOJ), U.S. Marshals Service (USMS) – Won contract to provide Accounting Services for the CFO's Office to assist during the USMS financial management system implementation.
• Institute of Library and Museum Services (IMLS) – Won contract to perform Performance Audit for IMLS Awarded Federal Grants.
• Organization of American States (OAS) – Won contract to perform three additional financial statement audits for multiple OAS programs after completion of initial audit.

Castro & Company's quality assurance program includes both an annual internal inspection program as well as our participation in the AICPA tri-annual peer review process. Thomas Castro, CPA, CICA
Founder & Partner-in-Charge

Mr. Castro has over 14 years of experience in public accounting, with extensive experience providing Federal Government audit, advisory, and accounting services, and is the Partner In-Charge of Castro & Company. He is primarily responsible for the firm's strategic direction, successful delivery of client services provided, overall project management and contract administration, final issuance of all deliverables and reports, business development, and quality assurance function. Prior to founding Castro & Company, Mr. Castro worked with Ernst and Young's Public Sector practice.

Mr. Castro's extensive experience with Federal Government entities includes providing Chief Financial Officer's (CFO) Act financial statement, compliance, program, contract, and performance audits; internal control and audit readiness assessments; financial statement analysis; and other assurance and financial management services for a variety of large/complex Federal Government clients to ensure compliance with Generally Accepted Government Auditing Standards.

Mr. Castro is a graduate of the University of Puerto Rico where he earned a Bachelor's of Science degree in Accounting. Mr. Castro is a Certified Public Accountant and Certified Internal Controls Auditor, and is a member of the American Institute of Certified Public Accountants (AICPA), Virginia Society of Certified Public Accountants (VSCPA), and the Association of Government Accountants (AGA).

Mr. Ference has over 18 years of experience in public accounting, exclusively providing Federal Government audit, advisory, and accounting services, and is a Principal with Castro & Company. He is responsible for successful delivery of client services provided, overall project management, final issuance of all deliverables and reports, business development, and quality assurance function. Prior to joining Castro & Company, Mr. Ference served for more than 16 years in a variety of roles with UHY Advisors, Inc. (formerly known as Urbach Kahn & Werlin LLP), KPMG LLP, and Foxx & Company CPA's Public Sector practices.

Mr. Ference's extensive experience with Federal Government entities includes providing Chief Financial Officer's (CFO) Act financial statement, compliance, program, contract, and performance audits; internal control and audit readiness assessments; financial statement analysis; and other assurance and financial management services for a variety of large/complex Federal Government clients to ensure compliance with Generally Accepted Government Auditing Standards.

Mr. Ference is a graduate of the University of Maryland where he earned a Bachelor's of Science degree in Accounting. Prior to joining Castro & Company, Ms. Seijo served for more than 10 years in a variety of roles with UHY Advisors, Inc. (formerly known as Urbach Kahn & Werlin LLP) and KPMG LLP's Public Sector practices.

Mr. Vellocido has over 22 years of experience in public accounting, with extensive experience providing Federal Government audit, advisory, and accounting services, and is a Senior Manager with Castro & Company. He is responsible for successful delivery of client services provided, engagement management, and issuance of deliverables and reports. Prior to joining Castro & Company, Mr. Vellocido served for more than 20 years in a variety of roles with Mayer Hoffman McCann, PC (MHM), RGV Business Solutions, PC (RGV), Ernst & Young LLP (E&Y), KPMG LLP, Tichenor & Associates, Allstate Financial Corporation (AFC), and Leonard G. Birnbaum and Company (LGB).

Mr. Vellocido's extensive experience with Federal Government entities includes providing Chief Financial Officer's (CFO) Act financial statement, compliance, program, contract, and performance audits; internal control and audit readiness assessments; financial statement analysis; and other assurance and financial management services for a variety of large/complex Federal Government clients to ensure compliance with Generally Accepted Government Auditing Standards.
